Mr. McCauley’s is responsible for active corporate governance strategies for the Florida Retirement System (FRS) as well as investment program management for the Florida PRIME™ local government investment pool (2a-7-like) and other non-pension investment mandates totaling over $34 billion. He manages global corporate engagement activities, equity proxy voting, investor initiatives and regulatory affairs. He is also a member of the SBA’s Senior Leaders Group and Investment Committee, which is responsible for investment and operational oversight across all SBA portfolios. He serves as Corporate Secretary for both the Florida Water Pollution Financing Corporation and the Inland Protection Financing Corporation. Prior to these duties, Mr. McCauley oversaw investment communications, managed the administration of the defined contribution component of the FRS, and was responsible for investment research across all asset classes within the Chief Investment Officer’s unit.

Mr. McCauley is a member of the CFA Institute, the Jacksonville Society of Financial Analysts, and the International Corporate Governance Network (ICGN). He also sits on the advisory board of the Harvard Law School Institutional Investor Forum (HIIF). In 2019, Mr. McCauley was appointed to the Independent Steering Committee of Broadridge Financial Services. Members of the International Corporate Governance Network (ICGN) elected Mr. McCauley to the Board of Governors in 2015, serving as Chair from 2017 to 2019. Previously he served on the ICGN’s Governance and Awards Committees and currently is a member of the ICGN Global Policy Committee. From 2011 to 2016, and again from 2021 to 2025, members of the Council of Institutional Investors (CII) elected Mr. McCauley to the Board of Directors, serving as Chair from 2015 through 2016 and currently serving as Public Fund Co-Chair. He is a founding member of the Investor Stewardship Group (ISG), helping to develop the Framework for U.S. Stewardship and Governance in 2017 and served on its Board and as Treasurer until the group’s closure in 2024.

He served as a member of the Working Group that developed the Shareholder-Director Exchange (SDX) Protocol in 2014. From 2009 until 2011, he served as Co-Chair of CII’s International Corporate Governance Issues Committee. Mr. McCauley served as a subcommittee member of the CFA Institute’s Global Corporate Governance Task Force from 2003 to 2005 as well as a member of the 2006 NACD/Council of Institutional Investors Joint Task Force Reviewing the Performance of Boards and Shareowners in the Post-Enron Environment. In 2008, Mr. McCauley was named a ‘Rising Star of Corporate Governance’ by the Center for Corporate Governance & Performance at the Yale School of Management.

Mr. McCauley earned an undergraduate degree from the University of Florida (UF) and a master’s degree in public administration (MPA) from Florida State University (FSU). Most recently he earned the CFA Institute’s Certificate in ESG Investing. He is also a Certified Employee Benefits Specialist (CEBS) and a Certified Treasury Professional® (CTP).

Will co-leads the climate change theme at EOS, the stewardship arm of Federated Hermes Limited, where his coverage includes companies in Europe and Australia, primarily financial services, energy, chemicals, and materials. Prior to joining EOS, Will worked in the energy and infrastructure investment banking team at Macquarie Capital, where he specialised in renewable energy. Before that, Will held a number of roles across the UK climate policy space, including as a parliamentary researcher for Rt. Hon. Chris Skidmore MP on climate and energy issues, and as a climate and economic policy analyst at a diplomatic institute. He was appointed as a voluntary adviser to Rt. Hon. Alok Sharma MP, President of COP26, on preparations for COP26 after co-founding a Westminster climate policy group in 2019, which engaged MPs and Members of the House of Lords to advocate for more ambition on climate action in public policy. Will has a Bachelor’s degree (1st Class Honours) in Economics from the London School of Economics and Political Science.
