Mr. Uchida currently works on policies related to digital transformation and the development of digital skills. Previously, he served as Deputy Director-General for Digital Trade Policy and Director of the Digital Trade Rules, where he focused on the international digital agenda, including the establishment of cross-border data flow rules in Japan-EU Economic Partnership Agreement (EPA) and Japan-UK EPA, as well as co-chairing WTO e-commerce negotiations with Australia and Singapore. Prior to that, he was the Economic Counsellor at the Embassy of Japan in the United States. Throughout his career, Mr. Uchida has held several key roles in industrial and trade policy, notably contributing to Japan’s accession to the Trans-Pacific Partnership (TPP) negotiations in 2013.

現職において、企業のデジタル・トランスフォーメーション推進及びデジタル推進人材の育成に関する政策に従事。2019年から2022年まで、デジタル通商交渉官兼デジタル通商ルール室長として国際デジタル政策に関わり、日EU経済連携協定（EPA）及び日英EPAにおける越境データ流通ルールの導入、豪州・シンガポールと共に共同議長としてWTO電子商取引交渉に従事。2016年、経済担当参事官として在アメリカ合衆国日本大使館に赴任。経済産業省において複数の産業政策、通商政策を経験しており、2013年の日本のTPP交渉参加に向けたプロセスに貢献。
