Subject: Korea’s Final Sustainability-related Disclosure Roadmap
The International Corporate Governance Network (ICGN) welcomes the announcement by the Financial Services Commission of the final Sustainability-related Disclosure Roadmap on 8 July 2026. We appreciate Chairman Eog-weon Lee, the Director General Je-ho Byun of the Capital Market Bureau, the Director Mijung Kim of the Fair Market Division and the staff at the FSC for their open and constructive engagement with international investors throughout its development.
Led by investors responsible for assets under management of >US$100 trillion, ICGN is an authority on global standards of corporate governance and investor stewardship. Headquartered in London, our membership is based in more than 40 countries.
Reliable, comparable and assured financially material sustainability-related information is central to how investors assess risk, allocate capital and fulfil their stewardship responsibilities. The final Roadmap addresses these needs directly, and we were pleased to see that it reflects many of the points raised in our letters to the FSC earlier this year and in our meetings with the Capital Market Bureau in April.
We welcome the decision to introduce sustainability disclosure directly through companies’ statutory annual business reports under the Financial Investment Services and Capital Markets Act, supported by legislative amendments to be pursued within 2026 and the commitment to a clear timeline for independent third-party assurance, beginning in 2030.
We further welcome the broader initial scope of application relative to the consultation proposal, with companies holding consolidated assets of KRW 10 trillion or more reporting from 2028 and the threshold falling to KRW 5 trillion in 2029; the balanced approach to transitional liability relief, the phased treatment of Scope 3 emissions alongside practical support such as industry-specific calculation guidelines and supply-chain data infrastructure; and the explicit connection drawn between corporate disclosure, investor stewardship and transition finance.
As implementation progresses, we would encourage the FSC to extend the scope of reporting beyond the initial focus on climate-related information to cover all financially material sustainability related risks and opportunities. Broadening the scope in this way over time would strengthen consistency with the International Sustainability Standards Board standards and increase the usefulness of the information reported to investors.
The measures in the Roadmap are the first step in building towards a holistic framework that will strengthen the position of Korean capital markets internationally and support the government’s wider capital markets reform agenda.

ICGN은 기업의 지속가능성 공시를 「자본시장과 금융투자업에 관한 법률」에 따른 법정공시인 사업보고서를 통해 즉시 도입하고, 이를 위해 2026년 내 법률 개정을 추진하기로 한 결정과 2030년부터 독립적인 제3자 인증을 도입하는 명확한 일정을 마련한 점을 환영합니다.
또한 당초 의견수렴안보다 초기 적용 범위를 확대하여 연결자산총액 10조 원 이상 기업은 2028년부터, 5조 원 이상 기업은 2029년부터 공시하도록 한 점을 환영합니다. 아울러 한시적 면책제도에 대한 균형 잡힌 접근, 업종별 산정 가이드라인 및 공급망 데이터 인프라 등 실무적 지원과 병행한 스코프 3 배출량 공시의 단계적 적용, 그리고 기업 공시, 투자자 스튜어드십 및 전환금융 간의 연계를 명확히 제시한 점도 환영합니다.
향후 제도 이행이 본격화됨에 따라, 금융위원회가 초기의 기후 관련 정보 중심 범위를 넘어, 재무적 중요성이 있는 모든 지속가능성 관련 위험과 기회로 공시 범위를 확대할 것을 권고합니다. 이와 같이 공시 범위를 단계적으로 확대한다면 국제지속가능성기준위원회(ISSB) 기준과의 정합성이 강화되고, 투자자에게 공시되는 정보의 유용성이 높아질 것입니다.
이번 최종안에 담긴 조치들은 한국 자본시장의 국제적 위상을 강화하고 정부의 보다 폭넓은 자본시장 개혁 과제를 뒷받침할 포괄적 체계를 구축하는 첫걸음입니다.
